EEC RECIF Program

The environmental and social emergency makes it necessary to take action on energy renovation, even more than in other sectors. Renovation requires thinking of appropriate solutions to respond to complex decision-making and to provide technical and financial solutions to everyone.

France has about 3 million homes in condominiums in need of work (energy label D to G), with no significant outstanding problem and more than 50 lots. There are integrated renovation offers, which can meet very high demand, but this demand is growing at a very moderate pace. This is due to the unprofessional and multiple nature of the co-ownership project management, which prevents the implementation of renovation projects. Information, awareness and condominium support initiatives are in place, but are often organized on a small scale.

Ile-de-France Energies has been awarded the 2019 energy savings certificates program call from the Ministry of Ecological and Solidarity Transition with its RECIF program. The total project budget is € 2,845,000 over two years, for a total of 569GWh cumac.

The program "Renovation of Condominium Buildings in France" (RECIF) proposes an action of massive stimulation of the request for renovation in co-ownership at an inter-regional level. The territories concerned are the Île-de-France, Hauts-de-France, New Aquitaine and Bordeaux Métropole regions. RECIF aims to organize identification of condominiums requiring renovation, to mobilize local authorities in the territories concerned and to educate and train the trustees and co-owners engines on the subject. The program is structured in 5 actions as follows:

MARKET ANALYSIS AND CREATION OF AWARENESS TOOLS

For this, the "register of registration of condominiums" held by the ANAH will be analyzed at the regional and local levels. On this basis, awareness-raising tools for elected local authorities, trustees and co-owners will be created. They will show the local dynamics of new construction and renovation, as well as examples of renovated condominiums.

MOBILIZATION OF LOCAL AUTHORITIES

The program aims to conclude energy renovation commitment charters with the communities and their associated ALEC / EIE.

SENSITIZATION OF THE CO-OWNERS.

A sensitization action affecting individually each co-owner of the territory will be put in place, by sending personalized letters on the situation of their building, signed by the local elected officials. This will be followed by the organization of information evenings and the proposal of a free online training (see action 5).

AWARENESS OF THE MANAGERS OF TRUSTEES

A sensitization action concerning each manager of syndic of the territory will be put in place, by sending mails or email proposing an appointment with the actors of the territory (ALEC). Managers will be offered training in physics and online, as well as access to a "hotline" renovation.

CONCEPTION AND REALIZATION OF A MOOC «RÉNO COPRO»

This free online training for motor co-owners ("energy leaders") and real estate professionals will address the energy renovation of condominiums from its different angles: technical, financial, sociological, communication and marketing. 3 sessions of 5 weeks each are planned.
